This publication is intended to be a "how to" document on basic, practical issues related to planning and implementing disaster mental health services. Many publications in print suggest the types of mental health services that are appropriate following a disaster. However, few of them offer the mental health manager/practitioner the practical suggestions that can make program implementation more rapid and effective.

The book has been written with the assumption that the reader may have little or no previous experience with disaster mental health services. It provides specific, concrete information for managers who are involved in planning services as well as practitioners who are delivering services. Most chapters include a checklist of actions to take before, during, and after a disaster to help staff in carrying out important actions.

In addition, this document is intended to assist mental health planners in designing programs of service appropriate for funding under Sections 416 of the Robert T. Stafford Disaster Relief and Emergency Assistance Act: Crisis Counseling Programs for Victims of Presidentially Declared Disasters.
